Delaware Becomes Last State to Permit Dental Hygienists to Administer Local Anesthesia

Delaware has officially passed legislation allowing dental hygienists to administer local anesthesia under direct dentist supervision, aligning itself with the rest of the country. This change marks a significant expansion of scope that promises to improve access to timely, preventive dental care across the state.

In a landmark move, Delaware has become the final state to authorize dental hygienists to administer local anesthesia under direct supervision of a dentist. Senate Bill 131, sponsored by Senator Marie Pinkney and passed unanimously in both chambers, was signed into law on August 25, 2025. The legislation directs the State Board of Dentistry and Dental Hygiene to establish the necessary regulatory requirements by January 1, 2026. Up until now, Delaware stood out as the only US state restricting dental hygienists from this practice, despite its proven safety and widespread use elsewhere. By expanding the scope of practice, the state aims to alleviate shortages in dental care accessibility and allow dental hygienists to play a greater role in delivering efficient, quality care.
