Utah Dental Hygienists and Assistants Can Now Place Restorations

New legislation passed in Utah allows dental hygienists and dental assistants to perform expanded functions, including placing restorations, under specific supervision. The move is poised to reshape team-based care in dental practices across the state.

In a significant shift for dental care delivery, Utah has enacted new legislation that expands the scope of practice for dental hygienists and dental assistants. Under the newly passed Dental Practice Amendments — sponsored by Rep. Ariel Defay and Sen. Michael K. McKell — these licensed and supervised professionals may now perform certain “expanded functions,” including the placement of dental restorations.

The law amends multiple provisions in the Utah Dental Practice Act to clarify and redefine supervision levels, scope of practice, and training requirements. Specifically, the bill introduces Section 58-69-808, which authorizes dental hygienists and assistants to carry out restorative procedures as delegated by a supervising dentist, provided they complete approved training and work under indirect supervision. Supporters say the legislation addresses access-to-care issues and promotes more efficient use of dental team members.

Dental hygienists working in public health settings also gained additional autonomy, provided they follow new protocols related to liability, documentation, and patient referrals.

While some dentists express concern about maintaining high standards of care, others view the bill as a positive evolution in team-based dentistry.
