Stand Up for Your License
AB 1952 proposes the development of an alternative licensure process for internationally trained dentists to work as dental hygienists in California. Now more than ever, dental hygienists must advocate for their profession, and California Dental Hygienists’ Association’s new outreach toolkit provides the resources to do exactly that.
Legislation can shape the future of a profession and AB 1952 is no exception. The bill would require the Dental Hygiene Board of California to create an alternative licensure pathway for internationally trained dentists to practice as dental hygienists. While expanding access to care is an important goal, this proposal places regulatory responsibility in the wrong hands and risks undermining the integrity of dental hygiene education and licensure.
Dental hygiene is a distinct profession with specialized training in preventive care, periodontal therapy, pharmacology, and patient education. Dental education, domestic or international, is fundamentally different in scope and focus. Substituting one for the other threatens consistent standards of preparation and could impact public safety. Additionally, the financial burden of developing and administering this pathway could fall on licensed dental hygienists through increased fees.
Advocacy is not optional — it is professional responsibility. Dental hygienists must ensure their voice is heard when legislation affects licensure standards, regulatory oversight, and economic sustainability.
To support that effort, the California Dental Hygienists’ Association (CDHA) has released an AB 1952 Outreach Toolkit. The toolkit equips members with clear messaging, background information, and guidance for communicating effectively with legislators. Click here to access the toolkit.
